House prices, rents, home types and planning rules in Tower Hamlets, with every figure from an official source.

Almost half of Tower Hamlets' homes have been built since 2000, and 87.8% of households live in a flat. The average home cost £447,950 in August 2026, 13.3% less than a year earlier and the sharpest annual fall in the borough since 2009, while private rents rose 3.8%.

Every figure comes from an official source and is dated, so you can see exactly what you are working with before you plan a home renovation in Tower Hamlets. The sources are numbered in brackets and listed in full at the end of the page.

When Tower Hamlets' homes were built

The closure of the docks freed land for housing. On the Isle of Dogs, 2,819 homes were started between 1982 and 31 March 1988, and 2,737 of them were for sale [1].

Across Docklands, the share of households that owned their home rose from 5% to 36% between 1981 and 1990, while the share renting from a council fell from 83% to 44%. By 1991, 15,200 flats and houses had been built in Docklands since 1981 [1].

The Valuation Office Agency figures show how far that building has gone since. Of Tower Hamlets' 151,530 homes, 45.4% were built in 2000 or later, against 18.5% across London, and a further 19.2% between 1973 and 1999. 10.6% were built before 1900, and only 4.0% between the wars [2]. In a borough of flats, a loft conversion is mostly a question for owners of the older terraces.

How Tower Hamlets households live

The 2021 Census found 87.8% of Tower Hamlets households living in a flat, against 54.0% across London, and 80.7% in a purpose-built block, twice London's 40.3% [3].

Only 12.0% live in a house of any kind, and 8.8% in a terraced house, against 21.3% for London [3]. In a purpose-built flat, a kitchen renovation is usually about getting more from the same floor area.

Who owns Tower Hamlets' homes

Only 23.1% of Tower Hamlets households own their home, 7.8% outright and 15.3% with a mortgage, against 45.2% across London [4].

Private renting is the largest tenure, at 38.2% of households against 30.0% for London, and 35.9% rent from a social landlord, against 23.1%. A further 2.6% are in shared ownership, against London's 1.5% [4].

What a Tower Hamlets home costs

The average Tower Hamlets home cost £447,950 in August 2026, 13.3% less than a year earlier [5]. That is about 19% below the London average of £554,430, where prices fell by 2.2%, and about 53% above the England average of £293,525 [6]. Local figures can be volatile and are often revised, so a single year's change is worth reading with care.

Prices peaked at £555,759 in August 2021, when the average here was above London's £545,831 for the first time since 2010. In August 2006 the average home cost £269,271. The biggest annual fall in the twenty-year series came in 2009, at 18.6%, and the biggest rise in 2014, at 24.8% [6].

Flats and the price of a house

A flat or maisonette in Tower Hamlets averaged £429,851 in August 2026, almost exactly the London average of £427,310 [5] [6]. A terraced house averaged £696,816, a gap of £266,965, and more than a semi-detached house at £675,369 [5].

Flats fell furthest over the year, by 13.6%, while terraces fell 9.8% and semis 9.5% [5]. Only 3.2% of households live in a semi-detached or detached house, so the terrace is the house most buyers here are weighing up [3].

For owners already in a terrace, a house extension adds room without the cost of moving.

What it costs to rent in Tower Hamlets

The average private rent in Tower Hamlets was £2,462 a month in September 2026, up 3.8% on a year earlier, even as prices fell [5]. A one-bedroom home averaged £1,998 a month and a home with four or more bedrooms £3,390.

With 38.2% of households renting privately, a dated bathroom is often the first thing a bathroom renovation puts right between tenancies.

Council Tax bands in Tower Hamlets

Council Tax bands are based on what a home would have sold for on the open market on 1 April 1991 [7]. In Tower Hamlets, Band C is the largest, with 27.0% of homes, almost exactly London's 27.1%, followed by Band D at 21.5% [2].

19.6% of Tower Hamlets homes are in Bands A and B, against 16.7% for London, and 31.9% are in Bands E to H, against 30.7% [2].

The rules on your street

Tower Hamlets has 58 conservation areas, from Victoria Park and Tredegar Square to Wapping Pierhead and Narrow Street [8].

The council has two Article 4 directions. One means turning a home into a small house in multiple occupation needs planning permission, and the other covers changes from commercial to residential use in certain parts of the borough [9]. With 58 conservation areas, a basement conversion or any change to the outside of a house starts with a check of the address.

Councils in England have 8 weeks to decide most planning applications and 13 weeks for major development [10]. Check your street before anyone starts drawing, then plan a home renovation in Tower Hamlets with up to three vetted builders quoting against the same plans.
